The Comeback Fund

At The Only Pipeline, we believe every young person deserves the chance to build a future full of dignity, opportunity, and healing — especially those who have been impacted by the criminal/juvenile justice system. The Comeback Fund is a reentry fund that provides direct financial support to justice-impacted youth in Delaware County and surrounding communities who are transitioning back into society.

This fund will open in August and is grounded in our commitment to dismantling the school-to-prison pipeline and building a real bridge to brilliance and opportunity — where young people are seen, supported, and resourced for long-term success.

In Delaware County and across PA, justice-impacted youth face significant barriers when reentering society. Studies show:

  • Over 60% of youth exiting detention in PA report unmet basic needs such as food or shelter within the first three months.

  • Less than 25% of formerly incarcerated youth nationwide complete high school or a GED by the age of 25.

Without adequate support, many youth experience homelessness, unemployment, or re-involvement with the system within one year. We’re here to change this narrative.

We know that reentry is more than release — it's rebuilding. This fund helps cover:

  • Education Costs: Application fees, books, supplies, transportation, or tuition assistance for GED, college, or vocational training.

  • Basic Essentials: Food, hygiene items, clothing, and other everyday necessities.

  • Housing & Shelter: Support for stable housing, emergency shelter, or transition programs.

  • Work Readiness: Interview attire, job certifications, tools for trade work, or resume support.

  • Mental Health & Wellness: Funds for therapy, healing circles, or trauma-informed services not otherwise accessible.

Who can apply?

Our Comeback Fund is open to youth and young adults (ages 14–26) who:

  • Are returning home from juvenile detention, residential placement, or incarceration.

  • Are currently in foster care, a shelter, or temporary housing.

  • Have been directly impacted by the criminal justice system.

  • Live in or are returning to Delaware County or nearby areas.

  • Are working toward educational, employment, or personal stability goals.

    Youth may apply directly or be referred by a case manager, mentor, community partner, or school staff member.
